Agreed!
We should even drop predefined user category names that imply by their name
any security relevance (i.e. Administrator, user, guest).
Proposal: drop predefined category names.

Proposed text: These definitions suggest progressively restrictive levels
of content and are provided accordingly.
Reasoning: User Categories don't carry security semantics so mentioning
access control is inappropriate.
