If this is then advertising a Portlet's language capabilities, we should
allow 2 lang codes (RFC 1766) as well as the more specific lang code with
subcodes "en-US" (RFC 3066).

This would add a note to make sure that the text for locale in 6.1.9 does
not apply here:
"Locale strings can be the two letter codes of language names [RFC 1766 (ISO
3166)], three-letter codes or two letter codes with county sub codes [RFC
3066] (for example, fr-CA)."

Reasoning: Not every portlet knows the locales it is capable of returning 
content in.  Need a way to say "I don't know" or more reasonably "I will 
do my best with whatever you request".  I suggest this is the meaning of a 
null array [or alternatively an empty array].
