Description: pushesPersistentState: This flag indicates whether the 
Producer will push persistent state (e.g. portletState) to the Consumer. 
Consumers who are not willing to persist such state for the Producer 
SHOULD NOT utilize Producers who set this value to "true".

Reasoning: Earlier discovery for those Consumers who care.
