Assumed this would be an error: InconsistentParameters. Seems safer than
silently updating resets but this does need to be clarified.

Proposed text: When a PropertyList contains both resetProperties and 
properties fields, the resetProperties array MUST be processed before the 
properties array.

Reasoning: Clear semantics for the end state if a property is included in 
both arrays.
