We should avoid to generate confusion by having two conformance statements which say the same but may be interpreted in a different way. However if both - even if they state the same - are stated properly there shouldn't be confusion, i.e. we need to make sure that they can be read and understood in the same way. Wouldn't an inappropriate semantics statement also generate confusion? Sometimes such statements could make sense. For example: ServiceDescription, the newly proposed registrationMethods[] field: "When the registrationMethods array is not provided, the Producer is informing the Consumer that registration is not supported and therefore MUST also set the value for requiresRegistration to "false"." One could also state on the requiresRegistration flag: "If the value of requieresRegistration is set to "true", then the registrationMethods array MUST contain at least one value". Here we have two conformance statements saying nearly the same - I know, not really the same but a reader might interpret them as the same.
