I do think that implementations/deployments where there is a difference
based on markupType will need to take this into account when supplying or
relying on cached templates. I am not convinced the spec needs explicitly
say this as guidance to implementers though.

New text: The consumer MUST use template values that are valid for all
requested markup types OR MUST supply a templates structure with each
markup request (even if the portlet asserts templatesStoredInSession)
valid for the actual markup types requested. The producer must use the
templates included in a request as provided.
Reason: Templates may be markup type dependent but only one copy will be
stashed at producer.
