Description: userScopes: This field carries all the UserScopes, including 
those defined by this specification, which this Portlet MAY assert in a 
CacheControl structure.

Reasoning: Would seem cleaner to have this declare all the userScopes the 
Portlet could return rather than just those not defined by the spec. This 
is likely to become more important if future versions define a larger set 
of such scopes.
