I think that we have been discussing that we wanted to allow the markup
response to be fragmented. Depending on the fragment types (HEAD, BODY,
FOOTER, TOOLBAR) the aggregator can construct the corresponding HTML
including additions to header fields. If some aggregators do not understand
some fragments (e.g. the TOOLBAR fragment) the should be able to safely
ignore it.

Do we need to allow for portlets to modify the contents of the containing
page's <head> tag?  If so this probably has ramifications in the
[interfaces] sub committee as well.

Three reasons a portlet may want to modify the pages <head> tag:

1.  A portlet may need to link in css styles

2.  A portlet may want to place JavaScript at the head of the document
    -  I don't see this as a major issue.  I would recommend that the
portlet place JavaScript within its markup fragment.

3.  The XForms draft spec states that the xforms:model tag must be placed
in the head of the containing document.
    - For portlets to take advantage of XForms the portlet would need
access to the <head>.  The XForms spec is not final so it may be worthwhile
lobbying the XForms group to remove this limitation and allow for the
<xforms:model> element to occur within the <body> element.

 I would like to propose that we set up a regular time each week for the
 markup sub-committee conference call.  We don't necessarily need to hold
 the call each week but it will be nice to have a time so that members can
 clear their schedules.

 Will Wednesdays at 12:00 PM EDT suffice for everyone?  If not please chime
 in with alternative times that will better fit your schedule.
