1)  Would it be better (cleaner, more understandable, etc) to have 2
operations (createTransientEntity & createPersistentEntity) rather than a
boolean parameter? I favor the 2 operation model as this is clearer for the
developers of both the Producer and Consumer.

I personally prefer the single operation that takes a boolean.  It makes the
coding much easier for the user of the api, instead of having to provide
conditional checks around the calls, it is simplier to just set the state in
a boolean variable, and send that through.  Just my 2 cents.
