Old text: chosen from the first 127 characters of the Unicode character
set.
NewText: chosen from the first 127 characters of the Unicode character
set, so that the [handle/ID/key] length in bytes can be guaranteed
to be no more than 255 bytes [4K for ID].
Reason: Our reviewer could not understand why/what
as 127 chars sounds like a bit is being dropped.
