How does one Portlet create a URL to another Portlet?

1. On the same Producer?
2. On a different (but possibly associated) Producer? (otherwise what's the
point)

The local Portlet doesn't specifically know how (or even if) the other
Portlet is registered with the Consumer, but does know what it might be
called if it exists...

One example might be a set of related functionality in an application
that's always sold together but we can't be sure that the admin published
them all... Or even needing to redirect to other parts of the application
that are sold seperately.
