Fw: [oasis-open.org #5514] create wsrp-dev list

I have validated the hyperlink does
point off to a page where such subscriptions can be managed. Any suggestions
on how we want to publicize this? I will add a pointer to it in the announcement
portion of the TC page ... other ideas?
