Since an IRI is a superset of URI and
we would be introducing the change for v2, this is an extension much like
all of the other changes we have made.
The key question is whether we should
be recognizing this recent change in the core standards underlying the
Internet in v2 or wait until v3. My preference would be doing it in v2.

Isn’t this a compatibility
issue, since IRI allows characters that were not allowed in a URI?
