I think you need to define what a compatibility issue is for 2.0 for me, then. A 2.0 producer will not be able to work with a 1.0 consumer since there are places were the producer defines a URI and sends it to the consumer. A 2.0 consumer will not be able to work with a 1.0 producer since there are places were the consumer defines a URI and sends it to the producer. (To be more exact, they will be able to work, but the 2.0 code will need special case management to ensure it is creating URI when working with 1.0 counterparts, to me that is a compatibility issue worth mentioning, but not a show stopper.)
I agree that the main question is timing, but I would suggest that it is not before major code libraries support IRIs. As far as I know it is not supported currently (for example in Java 5.0 - the URI class does not support RFC 3987, and there is no IRI class).
I would also speculate (as someone from a non URI-compatible-language country) that the use cases where IRIs are really important (GET parameters), are not really relevant for WSRP.
