[wsrp] NavigationParameterDescriptions and Transient PropertyDescriptionsdifferences

It has been pointed out to me that there
is not an allowance in the description of the transientPropertiesDescriptions
field for cases where the Consumer's environment knows that a particular
portlet should not join a set of portlets in sharing a particular transientProperty
while the description for the navigationParamterDescriptions field does
contain such an allowance. Do people agree that this should be added for
the transientPropertyDescription field?
