Here are the answers I received from
the OASIS staff:
The vote we are intending (presuming
no substantive comments come in before Sept 28th) to hold on October 4th
is to request the OASIS staff to open/run ballots regarding approving WSRP
v2 as a Committee Specification and then submitting that Committee Specification
for consideration as an OASIS Standard. They only run these as 7-day electronic
ballots, so they are unlikely to close much before the end of the F2F and
with only a couple of days between the ballots closing and the submission
deadline (Oct 15th).
During a 15-day public review, the TC
is only obligated to address comments addressing portions of the specification
modified during the immediately previous public review. The TC may choose
to address other comments, but may also simply resolve them as not impacting
the portions of the spec under review.
The minimum definition of a substantive
change is one which causes a compliant implementation to become noncompliant.
It is a TC decision as to whether other changes constitute a substantive
change to the specification.
