base64 encoding

Quoting SwA draft 14, line 435-

The cipher data conveyed in the attachment MAY be base64 encoded, in 
which case one of the following statements MUST be followed

   1.

      The base64 transform MUST be specified in the CipherReference
      transform list, OR

   2.

      the base64 encoding MUST be processed transparently through
      appropriate transport mechanisms defined outside the scope of this
      specification, i.e. Content-Transfer-Encoding: base64


Why do we need the base64 transform at all?  We could have just left it 
to the content-transfer-encoding.
