We are just waiting until we have an approved version and we'll insert the date and the proper namespace (an issue brought up in the comments). The IPR is based on submissions of the documents by IBM, Microsoft and Verisign. This is used in some rather fundamental ways, for example, the ID Schema element in section 4.2.
