Wrap Up of version 1.0

I know this is a nasty subject, but ...

At the first F2F in Sept '02 it was decided that it was important that we
have a standardized version of wss within 6 months.  Our 6 months was up in
March.  I know that we have a lot of open questions and work to be done, but
I believe that we should start to think about a date for the release of
version 1.0.

We all knew that we would not have all the answers and everything that the
TC would like in the first release, but (I seem to be putting in a lot of
buts :-) I still believe that it is important for us to be responsive to the
world of users who need security for their Web Services.  Therefore, I would
like to propose that we initiate a discussion on a release date for version
1.0.  As we all know, there is still a time lag between when we freeze
functionality and when wss becomes a specification.
