When I said "initial CD", I was envisioning convergence on a agreed
draft that could be used as the basis for any interoperability testing
that would follow, and was not assuming that interoperability testing
would precede the publication of that CD.

In a multi-method framework like this, interoperability among a set of
peers can be demonstrated using any underlying method which those peers
share in common.  It is not necessary that all implementers of the
framework implement any one method.

Does that estimate include doing interoperability testing?  
 
In fact how would you do interop testing if the profile is only a
framework for proprietary mechanisms?

I don't think this should be a massive task.  If the activity is able to
start during October, I'd hope (though there's necessarily some
uncertainty in any schedule estimate for a standards work item) that it
would be able to converge to the level of an initial CD sometime in Q1
of 2006.
