xacml-comment message

In the latest spec and schemas, the namespace is
"urn:oasis:names:tc:xacml:2.0:context:schema:cd:04".

What's going to be the namespace in the final doc? Suppose, I'm testing
the implementation of v2.0. I need to convert the old conformance tests
to complky with v.2.0, and got confused with the namespace. Why not put
the namespace in the spec to "urn:oasis:names:tc:xacml:2.0:context",
i.e. similar to the old spec?
