I don't think there are any general guidelines. The ResourceContent element is intentionally under-specified so you can put anything in there that you want. Generally speaking it's used to contain XML-structured data, but even that isn't required. My advice is that you do use XML to structure your data, and that you think about whether you want to use namespaces to manage to your data.
