Hi Oleg,

The latest version of core is now CD 04. The web page has been updated 
to reflect recent changes.

All the 3.0 work in progress specs (core plus 7 profiles)  plus the IPC 
and Export profiles are currently in the process of being voted on to 
become Committee Specifications, after which, it is intended to start 
the process to advance them to OASIS Specifications. The exact schedule 
is tbd (weeks, couple of months?), however, little, if any, changes from 
the current state are anticipated. But, as you say, they are not final 
and should not be regarded as such.
