Dhirendra, Note the word "represent". A PDP does not have to use one base policy for all requests. The base policy it represents may be different for different requests. It can also be logical and not concrete. For example, based on a request, a PDP may obtain from a policy repository all the policies that apply to that request. It then conceptually treats these policies, along with its configured base combining algorithm, as elements in a PolicySet that is its "base policy" for that particular request.
