Obligation is identified by an URI - that is a *unique* identifier.
This uniqueness includes anything that your domain may be interested in
- that is including when, how, or why to execute an obligation.  There
is no need for any additional narrow qualifiers.  They do not add
anything that is worth standardizing.

Your suggestion is precisely what we do NOT want to do. The PEP should 
not need to look inside the obligation attribute assignements. The 
obligation ID should tell it which service to call, and the Chronicle 
tells it when to call it.
