[xacml] Proposed resolution to PM-1-07

I believe the following issue from Issues Version 05 for which I
am listed as the champion can be closed based on our 03/02
Face-to-Face agreements:

ISSUE: PM-1-07: how can the set of combinators be extended?

Resolution: the combiner algorithm to be used by a given
<policyStatement> or <policyCombinationStatement> is specified
using a URI.  The algorithm associated with the URI MAY be
descriptive text.

XACML will specify a small set of mandatory-to-implement combiner
algorithms.  Users are free to define other algorithms, although
not all XACML-compliant PDPs will be able to apply them.
