[xacml] Conformance Specification 1st Draft

Here is a first draft of the conformance spec. I relied heavily on the SAML spec and tweaked it some, plus added the material from Tim's document on conformance. The meat of the document - the conformance requirements and test cases still need to be addressed. Also, since XACML extends SAML, what level of conformance with SAML is required?
