I think so.  If I remember correctly the idea was that the transformation
and validation of the
correct type is the job of the PDP, and everything is passed in as strings..

According to schema context-16f, Attribute does not have an xml
DataType attribute attached to either Attribute or the enclosed
AttributeValue.

Is this as intended?  Is the PDP supposed to use the DataType in
the Policy AttributeDesignator to determine the datatype of each
Request Attribute?
