[xacml] Sun has implemented XACML 1.0

I am pleased to certify that Sun Microsystems, Inc. has
successfully implemented the XACML 1.0 Committee Specification
and our implementation passes all the mandatory-to-implement
functionality tests contained in the Conformance Test Suite.

We look forward to successful approval and deployment of this
important specification.
