[xacml] Standardization schedule

If we do not receive a third attestation by 13 December 2002, and
if we decide to make any further changes to the Committee
Specification 1.1, we can not finish the OASIS standardization
process until the end of March 2003 at the earliest.

This is because we must undergo another 30-day public review
period if we make ANY changes.  Since we will not have time to
conclude another 30-day review prior to the next submission date
(15 January 2003), the earliest submission date we could make
would be 15 February 2003.

08 Dec 2002: 30-day public review ended
10 Dec 2002: Responses to final comments resolved
12 Dec 2002: TC approved Committee Specification 1.1 (CS)
             2 attestations of "successfully using" submitted

If 3rd attestation received by 13 December 2002:

01 Jan 2003: CS submitted to OASIS membership for review
16 Jan 2003: OASIS voting period starts
31 Jan 2003: OASIS voting period ends

If no changes made to specification, and 3rd

01 Feb 2003: CS submitted to OASIS membership for review

10 Jan 2002: 30-day public review period begins (latest date)
10 Feb 2002: 30-day public review period ends
13 Feb 2002: TC approves Committee Specification 1.2 (CS)

14 Feb 2002: CS submitted to OASIS administration
01 Mar 2003: CS submitted to OASIS membership for review
16 Mar 2003: OASIS voting period starts
31 Mar 2003: OASIS voting period ends
