Possibly important typo in 1.1 spec

I just noticed that the title page, under "Status:" says "This
version of the specification is an OASIS standard."

It should say "This version of the specification is a Committee
Specification."

I've already sent this version to the OASIS webmaster, but we
could put another revision in its place if necessary, since the
URL is reserved.
