Chadwick to replace PERMIS policy language with XACML

David Chadwick of Univ. of Salford, one of the developers of "The
PERMIS X.509 Role Based Privilege Manage Infrastructure", has
received funding to replace the old PERMIS policy language with
XACML.  PERMIS is included in the NSF Middleware Initiative, a
collection of GRID-related middleware, so XACML will then be part
of that collection also.
