i agree that we should help clarify (or make more easliy acccessible) 
the membership type/reponsibility issue. i would prefer in doing so that 
we don't find our FAQ at odds with the official oasis polices somewhere 
down the road. so, how about something like this...

carol's proposed text:

which Voting Members are required to attend regularly [link to oasis policy]

that way we can call out the fact that there are participation 
requirements but not include the details in our page (i.e. create an 
'abstract implementation' :o)
