RE: [xacml] REVISED minutes from Sept 4 2003 meeting

The current thinking is that the F2F will last three days. Or more
accurately, 1/2 day, 1 full day and 1/2 day. We will adjust the agenda
around people, such as Michiharu, who can not attend the full time.
