Request for Feedback: November Advisory Committee Meeting

    19 November 2003: AC Reps, Chairs, Advisory Board members and TAG
    participants are asked to please complete the [60]feedback form for
    this November's Advisory Committee meeting in Shin-Yokohama, Japan.
    The deadline for responses is 5 December. The questions are for remote
    participants as well, and range from evaluating the meeting structure

Proposal for a W3C Web Legal Defense Fund

    27 October 2003: With the assistance of the W3C Advisory Board, W3C
    COO Steve Bratt has proposed a W3C Web Legal Defense fund to allow for
    the defense of claims that threaten our Members' interests in W3C

Amaya 8.2 Released

    15 November 2003: [62]Amaya is W3C's Web browser and authoring tool.
    Version 8.2 includes [63]new features and enhancements for selection,
    CSS and CSS debugging, backup files, loaded objects and images, undo,
    structure and source view, SVG, HTML, and annotations. [64]Download

   "QA Framework: Specification Guidelines" Is a W3C Candidate Recommendation

    10 November 2003: W3C is pleased to announce the advancement of [91]QA
    Framework: Specification Guidelines to Candidate Recommendation. A set
    of organizing guidelines and verifiable checkpoints, the document is
    written to help W3C Working Groups write technical reports. It
    provides for conformance requirements and definitions, and facilitates
    the generation of test materials. Comments are welcome through 10 May

   W3C Launches Spanish Office

    20 October 2003: W3C is pleased to announce the opening of the [94]W3C
    Spanish Office in Oviedo, Spain. The Office is hosted by the Fundacion
    para el Fomento de la Investigacion Cientifica y la Tecnologia

   W3C Holds its First Outreach Event in Mainland China

    21 October 2003: The [99]China International Forum on WWW's
    Development 2003 was held in Beijing on 12-13 November. Ivan Herman,
    Philipp Hoschka, Richard Ishida, Shi Zhongzhi, Judy Brewer, and
    Matthew May presented keynotes and tutorials. Attendees discussed the
    future of the Web, accessibility, SVG, the mobile Web, the Semantic

   Document Object Model (DOM) Activity

     DOM Level 3 Core, and Load and Save Are W3C Candidate Recommendations

    7 November 2003: W3C is pleased to announce the advancement of two
    Document Object Model (DOM) specifications to Candidate
    Recommendations. With [122]DOM Level 3 Core, software developers and
    Web script authors can access and manipulate HTML and XML content.
    [123]DOM Level 3 Load and Save allows programs and scripts to
    dynamically load the content of an XML document into a DOM document
    and serialize a DOM document into an XML document. Comments are

    5 November 2003: W3C is pleased to announce the advancement of
    [126]Extensible Markup Language (XML) 1.1 and [127]Namespaces in XML
    1.1 to Proposed Recommendations. Comments are welcome through 5
    December. XML 1.1 addresses Unicode, control character, and line
    ending issues. Namespaces 1.1 incorporates errata corrections and

     XML 1.0 Third Edition Is a Proposed Edited Recommendation

    30 October 2003: The XML Core Working Group has published the
    [129]Extensible Markup Language (XML) 1.0 Third Edition as a Proposed
    Edited Recommendation. The third edition is not a new version of XML.
    It brings the XML 1.0 Recommendation up to date with second edition
    errata, and clarifies its use of RFC 2119 key words like must, should

     W3C Workshop on Binary Interchange of XML: Report and Minutes

    3 November 2003: The [131]report and minutes have been published from
    the [132]W3C Workshop on Binary Interchange of XML Information Item
    Sets held in Santa Clara, CA, USA on 24-26 September. All of the more
    than 40 position papers are publicly available. The workshop concluded
    that research is needed before W3C would produce any specifications in
    this area, and recommended that a Working Group be proposed to the W3C
    Membership. W3C thanks host Sun Microsystems, and all 60 attendees for
    their participation.

    10 November 2003: The XML Core Working Group has released a Last Call
    Working Draft of [144]XML Inclusions (XInclude) Version 1.0. XInclude
    introduces a generic mechanism for merging XML documents (information
    sets) using existing XML constructs--elements, attributes and URI

     Web Services Description Language (WSDL) 2.0 Working Drafts Published

    10 November 2003: The Web Services Description Working Group has
    released two Working Drafts of the Web Services Description Language
    (WSDL) Version 2.0: [149]Part 1: Core Language and [150]Part 2:
    Message Patterns. WSDL is a model and XML format for describing
    network services. The language enables separate, fundamental stages

     Working Draft: SOAP Optimized Serialization

    12 November 2003: The XML Protocol Working Group has released a
    Working Draft of [152]SOAP Optimized Serialization Use Cases and
    Requirements. The document illustrates the reasons for optimizing the
    serialization of [153]SOAP messages. It distills constraints and the
    features necessary for interoperability with existing protocols,
    bindings, and serialization formats such as SOAP 1.2, WSDL and MIME.

     Working Draft: Authoring Techniques for Device Independence

    6 November 2003: The Device Independence Working Group has released
    the first public Working Draft of [154]Authoring Techniques for Device
    Independence. The document provides a summary of several techniques

    employ when creating and delivering content to a diverse set of access

     Working Draft: Scalable Vector Graphics (SVG) 1.2

    12 November 2003: The SVG Working Group has released its fourth
    Working Draft of [156]Scalable Vector Graphics (SVG) 1.2. SVG delivers
    accessible, dynamic, and reusable vector graphics, text, and images to
    the Web in XML. The Working Group explicitly encourages public

     PNG Second Edition Is a W3C Recommendation

    10 November 2003: The World Wide Web Consortium released the
    [158]Portable Network Graphics (PNG) Specification (Second Edition) as
    a W3C Recommendation. The document has also become an International
    Standard, ISO/IEC 15948:2003. PNG is a graphics file format for raster
    images. Indexed-color, grayscale, and truecolor images are supported

     W3C Requests '906 Patent Re-Examination

    29 October 2003: Acting on the advice of the W3C [161]HTML Patent
    Advisory Group, W3C has presented the United States Patent and
    Trademark Office with prior art establishing that US Patent No.
    5,838,906 (the '906 patent) is invalid. W3C Director Tim Berners-Lee
    has written an unprecedented request to US Under Secretary of Commerce
    for Intellectual Property James E. Rogan to take action to remove the
    patent to allow operation of the Web. Please refer to the

   Math Activity

     MathML 2.0 Second Edition Is a W3C Recommendation

    21 October 2003: The World Wide Web Consortium released the
    [163]Mathematical Markup Language (MathML) Version 2.0 (Second
    Edition) as a W3C Recommendation. The specification has been reviewed
    by the W3C Membership, who favor its adoption by industry. MathML is
    an XML application that allows mathematical notation and content to be
    served, received and processed on the Web. The second edition contains

    22 November 2003: The [171]Math Activity is closed. Active from 1996
    to 2003, the Math Working Group is among the oldest of all W3C Working
    Groups and produced four Recommendations. In addition, the group
    produced a test suite, an implementation and interoperability report,
    articles and tutorials and Working Group Notes. Congratulations to the
    Math Working Group participants for successfully completing all

     Metalog 2.0b Released

    21 October 2003: [173]Metalog 2.0b is a reasoning system built for the
    Semantic Web that adds a query layer on top of [174]RDF. Developed by
    Massimo Marchiori, Antonio Epifani and Samuele Trevisan, Metalog is
    user friendly and makes reasoning and thinking about the Web [175]easy
    through an interface similar to natural language. [176]Download

Web Accessibility Initiative Update

   WAI Technical Activity

     Working Draft: Inaccessibility of Visually-Oriented Anti-Robot Tests

    5 November 2003: The WAI Protocols and Formats Working Group has
    released the first public Working Draft of [182]Inaccessibility of
    Visually-Oriented Anti-Robot Tests. Requests for visual verification
    of a bitmapped image pose problems for those who are blind, have low
    vision, or have a learning disability such as dyslexia. The draft
    examines ways for systems to test for human users while preserving
    access for users with disabilities. Comments are welcome. Read about

    It is important that any public information relating to the Consortium

   Submitting Proposals to W3C

    W3C Member organizations have the opportunity to formally submit
    technical proposals, action plans, etc. The required steps are

      Prior to acknowledgment, the Submitter must not, under any
      circumstances, refer to a document as "submitted to the World Wide
