Note that Eve published a new core draft that includes this material, but
people might find it easier to view this in isolation. The schema is still
being debated somewhat too.

Rebekah was working on the proposal to reuse the underlying type in the
Issuer context, and add it to the SAML protocol elements, though that
probably doesn't matter much here.
