what's the sequence of parameters when rule combiner params are united with combiner params?

hello

according to chapter 5.26 xacml 2.0, when there are more than one
combiner and rule combiner param lists, then these lists are joined.
what happens if there's more than one occurence of the same param? is
there any precedence rule for concatenating the lists?
