RE: [xacml] XACML 1.1 schemas

I believe we decided specifically that 1.1 would be limited to upwardly
compatible changes from 1.0. Therefore I believe schema changes, if any,
were limited to adding new elements, not removing or changing anything.
Assuming that is true, my understanding is that best practice is to
retain the same namespaces names.
