Issue 69, 2.0 schema file location

Issue 69 (http://wiki.oasis-open.org/xacml/IssuesList) is that the 2.0
schema files were moved on the OASIS website, so the schema location in
the official schema files was broken.

If I understand it right, this was an issue during the interop and
copies of the files were placed in the old locations to fix the problems.

Does this mean that the issue has been resolved, or do we still want to
post updated schema files in the 2.0 errata?
