Just to be clear, decisions about content for the SAML XML.org focus area will
be made by the Security Services TC. 

If the XACML TC doesn't feel there's enough support for an XACML XML.org site,
you can certainly ask the SS TC to consider including relevant XACML content on
the SAML focus area.

Will the SAML corporate sponsors frown if we reuse a portion of the SAML 
focus area for xacml (considering that there is a SAML 2 profile for XACML)?

This is only if we find that there is not enough 
funding/interest/volunteers available to do a separate xacml focus area.
