This contains working drafts which have been cleaned up against the OASIS
checklists. These are the specs which we would consider for committee
draft.

Thanks to John Tolbert for helping with the cleanup.

I wrote conformance sections to the profiles which did not have them.
Please check them to see that they look ok. In particular, in some cases I
chose to write conformance alternatives such as "signature producer" and
"signature consumer". Not sure if that is really necessary, but I thought
it looked better that way.

In addition to editorial cleanups, I have added the @Issuer to the
<AttributeAssignment>.

I have taken the 2.0 spec acknowledgement lists. I don't know if that is
what we want to do. For administration, which did not exist in 2.0, I put
in some names which I could remember have worked on it. I am sure I have
forgotten many people, so check it out.

Also, URIs to documents on the OASIS site have not been updated yet.
