This corrects a couple of errors which were present in the zip of CD 1
which I posted earlier.

- Mark the editable versions as authoritative

- Fix formatting of the conformance section header of the saml profile. It
was formatted as normal text, so the conformance section did not show up in
the table of contents.

- Fix URLs to PDF and HTML variants of the hierarchical profile.
