This is a small nuisance for some people, but probably not worth a
change to the specification.

Part of the problem is that <Apply> elements do not impose the same
restriction.

When I prepared an HTML view of policies that showed both <Match> and
<Apply> conditions in the same format, one of the questions from users
was why the order of arguments differed.  I had to blame the syntax
requirements.
