Fixing examples

All,

I noticed that the examples in the delegation, rbac and privacy profiles 
are not entirely correct syntactically. It's mainly missing XML 
attributes which are mandatory, old working draft namespace and other 
minor issues. I am fixing these as well for the next working drafts.
