RE: [xacml] Metadata

During the development of XACML 3.0 we decided to remove metadata items from the individual specs and collect them into a single Metadata Profile on the model of the SAML 2.0 Metadata Profile.

There are some notes on this in the wiki, here:

As of now, no one has actually drafted the Metadata Profile.
