The following ObligationId URI appears to have 2 representations in the spec:

• In the text there is this representation:
    urn:oasis:names:tc:xacml:3.0:ipc:obligation:encrypt
• However in the examples there is this representation:
    urn:oasis:names:tc:xacml:3.0:profiles:ipc:obligation:encrypt

I suspect the examples need to be fixed.
