#2 May a TC approve an imaginary/nonexistent WD as CSD/CND?

The occasional allowance made by TC Admin in the past for
approval of a Working Draft "subject to certain changes..."
is being discontinued, primarily for resourcing reasons.
TC Admin does not have time to verify that ONLY certain
kinds/classes of changes, or changes consistent with a
certain stated goal, or ONLY certain enumerated changes,
have actually been made in a Working Draft that's approved
for CD.  This practice is judged procedurally suspect, and has
created numerous problems due to ambiguity, demonstrable
lack of adherence to limited specified changes, and other
consequences.

Until further notice, motions to approve a WD as CSD/CND
must be made with reference to an existing, published
Working Draft release -- one that actually exists at the
date/time of the motion, as clarified in the TC Handbook.

Ok, I think I know what the confusion is about. That is the public review draft.

I published wd 22 and I think Bill also did some typo fixing on it before TC admin updated all the front matter and published it for the public review. I took the public review draft as the starting point for wd-23 so the corrections made by TC admin would not be lost. This was just so long time ago, I forgot about it. I have been making small changes to wd-23 over a long time as we have agreed on specific issues. But we did not reach agreement on all issues until recently, so that's why it took so long.

The technical content of the public review draft should be the same as wd-22 since TC admin only updates front matter, but I do not have a redlined diff between wd-22 and the public review draft available. You would have to ask TC admin whether they saved one if you want to see every change since wd-22.
