Hello,

This is the list of changes in WD-23/CD-06 compared to the previous public review of WD-22/CD-05/PRD-03.

- Updated the definition of "context handler" in the glossary.

- Defined "identifier equality" in the glossary.

- Reformatted references to OASIS specifications so that the reference conforms to the required formatting conventions.

- Removed duplicate word "model" in the title of reference [CM]

- Section 2.2: removed mention of re-use of rules in different policies.

- Section 2.3: made a reference to the full list of combining algorithms in the appendix.

- Section 2.12: reformatted the words "actions" since they are not used in the sense of the glossary definition.

- Section 3.1, step 4: say that the context handler may add attributes to the request before it is sent to the PDP.

- Section 3.3.1.4: corrected punctuation.

- Use "identifier equality" to define matching of identifiers: section 5.24, 5.29, 7.3.4

- Section 5.29: add a missing piece of the schema fragment.

- Section 7.3.5: clarify that the context handler may add attributes to the request at will.

- Renamed the following functions:
