You have it - it will be Committee Specification 02. Specifically:

eXtensible Access Control Markup Language (XACML) Version 3.0
Committee Specification 01
08 August 2012

The Committee Specification Draft and Committee Specification Public
Review Draft were the drafts that were last publicly reviewed and that
you all voted to approve as the CS.
