Danny, This has been captured in the XACML IPC - Response to public review comments (see link below) and has been fixed in the xacml-3 0-ipc-v1 0-csprd04, which we hope to have ready for TC review in the next couple of weeks. The data type of the EffectiveDate and ExpirationDate attributes is indicated as http://www.w3.org/2001/XMLSchema#date. This type cannot represent units of time less than one whole day.
