This has been captured in the XACML IPC - Response to public review comments (see link below) and has been fixed in the xacml-3 0-ipc-v1 0-csprd04, which we hope to have ready for TC review in the next couple of weeks.

I just noticed an issue I brought up in January (https://www.oasis-open.org/apps/org/workgroup/xacml/email/archives/201201/msg00025.html) is still not addressed in the IPC profile Working Draft 08.

 

The data type of the EffectiveDate and ExpirationDate attributes is indicated as http://www.w3.org/2001/XMLSchema#date. This type cannot represent units of time less than one whole day. To support effective periods of less than a whole day, and effective and expiration at specific times within  a day, the data type for these attributes needs to be http://www.w3.org/2001/XMLSchema#dateTime.
